This follows directly on the heels of the NDA-waiver directive we covered here last week, and taken together, the picture that’s forming is more coordinated than a single announcement: a White House policy, an interagency structure, a congressional push, and now, reportedly, a finished draft speech sitting somewhere waiting for a decision.
What’s Actually Being Reported
Liberation Times journalist Christopher Sharp reports that a speech has been prepared confirming non-human origin for some UAP cases, but cautions that presidential teams routinely draft contingency remarks for events that may never happen. The existence of a draft, in other words, is not the same as a decision to give it. Trump himself is described as having “little personal interest” in the subject personally — but the outlet argues his well-documented preoccupation with legacy and historical significance could tip the balance toward delivering it anyway.
The Three-Part Blueprint Is Two-Thirds Built
The report ties the current moment to a disclosure framework retired Rear Adm. Tim Gallaudet outlined back in early 2025 after meeting with Trump administration officials. Gallaudet’s plan called for three things: a White House-directed policy via executive order or memorandum, an interagency group led by a senior official to coordinate strategy, and congressional legislation to lock the effort in place.
According to Liberation Times, the first two are already substantially in place — the administration has directed agencies to identify and release UAP records, and an interagency UAP Governance Board, backed by a new Science Advisory Council, has been stood up. Congress: A Review Board With Teeth
Rep. Eric Burlison’s proposal, expected to come before the House, would create an independent review board empowered to search across the entire government for UAP records and decide what gets released publicly. Notably, it would also let the federal government take possession — with compensation — of any technology of unknown origin or biological material of non-human origin currently held by private companies or individuals. A similar bill has been introduced in the Senate. Neither has passed yet, and Liberation Times notes events could move faster than the legislative process if Trump decides to act first.
Where the NDA Waiver Fits In

Television personality Dr. Phil (Phil McGraw) is reportedly being looked at as a mainstream voice to help the public process the implications of disclosure — his team was reportedly given an early look at the PURSUE Release 04 documents, arriving with a handwritten note from Trump reading “Have fun with this,” according to the Need to Know podcast. Separately, NewsNation’s Ross Coulthart has reported the White House is consulting spiritual leaders on how the public might absorb confirmation that humanity is not alone — though no religious figures have been named publicly, and the White House hasn’t confirmed the discussions. Elizondo himself is also reportedly being considered for a senior White House role, potentially an “emerging technologies czar” position within the National Security Council that he has previously proposed.
Reasons for Caution
None of this is confirmed as a finished plan. Trump is described as personally lukewarm on the topic, contingency speeches get written and shelved all the time, and both congressional bills remain unpassed. Liberation Times itself frames this as being “on the brink — or facing another false dawn,” and we think that’s the right level of caution to carry into this story.
