Who is Karl Nell?

Karl E. Nell is a retired U.S. Army colonel who spent 32 years in uniform, with a career background spanning nuclear operations, counter-weapons-of-mass-destruction work, and intelligence. In his final Army role, he served as the Army’s senior technical adviser and liaison to the All-domain Anomaly Resolution Office (AARO), the Pentagon office created in 2022 to investigate UAP reports across the U.S. government.

Since retiring, Nell has become one of the most prominent former-insider voices in the public UAP disclosure movement, alongside figures like David Grusch. He has said publicly, including at the 2024 SALT iConnections conference in New York, that he has “zero doubt” non-human intelligence is real and has interacted with Earth — and that continuing to keep related programs secret risks an uncontrolled, “catastrophic” leak rather than an orderly disclosure.

Nell is a recurring speaker at The Sol Foundation, an academic UAP research organization associated with Stanford-affiliated scientists including Dr. Garry Nolan. It was at the Sol Foundation’s first symposium, held in November 2023, that the disclosure roadmap on this page was first shown.

In later talks, Nell laid out a more granular framework for how disclosure actually unfolds, phase by phase. He has said the U.S. is roughly midway through Phase 1, contingent on Congress and federal agencies crossing what he calls a “tipping point.”
