A member of the U.S. government’s own UAP Science Advisory Council has revealed that federal officials confirmed, in a closed-door August 31 meeting, that a preparedness plan exists for the possibility that nonhuman intelligence (NHI) is officially confirmed — and that the U.S. is prepared to lead an international response if that happens.

On September 3, 2026, Dr. Jennice Vilhauer — a clinical psychologist and member of the UAP Science Advisory Council — published an account of a meeting held August 31, 2026 at the Office of the Director of National Intelligence (ODNI). According to Vilhauer, Council members were told directly that the United States government has a preparedness plan in place should the existence of nonhuman intelligence be confirmed, and that the U.S. is prepared to take an international leadership role in that scenario.
Vilhauer was careful to frame the significance accurately: “The existence of a preparedness plan does not mean that the government has confirmed the existence of NHI, believes confirmation is imminent, or is preparing to make any type of announcement,” she wrote. “It does mean that the possibility of confirming NHI has been taken seriously enough to warrant advance planning.”
What This Alien Disclosure Plan Doesn’t Cover
The briefing was notably light on specifics. Council members were not told:
- Which federal agencies would lead the response
- What circumstances or evidence would activate the plan
- Whether the plan addresses the psychological and societal impact of disclosure on the public
That last gap is one Vilhauer has been working to close from outside government. She and the Disclosure Foundation previously produced a policy brief on the human consequences of disclosure and a 60-page report on the psychological impact of NHI disclosure, both of which she says she shared with officials at the meeting.

Government contingency planning is, by itself, unremarkable — agencies prepare for low-probability, high-consequence scenarios routinely. What makes this disclosure notable is the explicit acknowledgment of an international leadership component. That detail implies officials have already considered that confirmation of NHI would not be a U.S.-only event, but a global one requiring coordination between nations.
This development slots into a broader pattern of incremental, institutional acknowledgments building throughout 2026 — from congressional hearings to the Disclosure Forum in June to successive AARO document releases under the PURSUE initiative. Taken individually, none of these confirm extraterrestrial or nonhuman contact.
